Discovering Opportunities for Birth to Three

We assessed the current coverage, shortcomings, and opportunities for education support of 0-3 year olds (BT3) in Clinton, Franklin, and Essex Counties of northern New York State. Our task was to perform an analysis of BT3 programs using a standardized assessment protocol followed by a program analysis of provider services. Our final products consisted of a written synopsis of programs and providers in Clinton, Essex, and Franklin Counties, analysis of results, and a presentation.

This analysis provided information on program effectiveness and shortcomings as well as areas of potential improvement and/or expansion. In September, 2014 we were asked to complete Phase II, which consisted of making recommendations for system enhancements. We have produced two publications of this work. We discovered a great network of service providers in all three counties. Together, these programs, businesses, and agencies provide much-needed support for our youngest community members.
